Portland has forcibly displaced unhoused residents over the past several months with “encampment sweeps.” The city’s policies and practices, such as its camping ban, harm unhoused residents, are a waste of resources that ignore the root causes of homelessness, and threaten unhoused people’s constitutional rights. We’re demanding public records to learn more about Portland’s policies, plans, and enforcement practices.
