Bio

Noemí joined the ACLU of Maine as a board member in 2025. She currently serves as the Vice President of Academic Affairs and Workforce Development at Urban College of Boston.

Throughout her career, Noemí has worked closely with immigrant and multilingual communities and has seen firsthand how quickly people’s rights can be narrowed by fear, bureaucracy, or unequal treatment. That experience drives her commitment to the ACLU’s steady, practical defense of constitutional rights, especially for communities disproportionately impacted by surveillance, discrimination, and unequal access to power.

Noemí's work includes efforts focused on students’ rights and campus climate (including work in Massachusetts examining the impact of police presence on college campuses), voting rights and fair representation (including voting access and district mapping work in Haverhill, Massachusetts, and service connected to the Mayor’s Task Force), and protections for immigrant communities with an emphasis on dignity, due process, and equal opportunity.

Noemí holds a Ph.D. in Molecular Endocrinology and is a senior higher education and workforce development leader with extensive experience in academic program design, adult learner success, and cross-sector partnerships.

Born and raised in Puerto Rico to Dominican parents, Noemí lived in Massachusetts for more than 20 years before relocating to Maine, where she has always kept close ties -- Noemí took a graduate course at the University of Maine in Orono, conducted research at the Mount Desert Island Biological Laboratory, and has family in the state. She is happy to be back in Maine full-time.

Outside of work, Noemí enjoys experimenting with homemade bread, tending orchids and unusual plants, and doodling and drawing while listening to a wide range of podcasts. She loves traveling, cooking foods from around the world, and bringing home spices to explore in new recipes. Although she claims she can’t sing at all, she loves music and embraces trying new things.
