The ACLU of Maine has done a lot of work to reduce solitary confinement here in Maine and our partners at the national ACLU continue provide us with useful new research on the topic. On Tuesday, the ACLU and the Human Rights Watch released a report focused on youth in solitary confinement called “Growing Up Locked Down.” Solitary confinement means being isolated in a cell for 23 hours a day, with no regular programming like educational classes, job training, drug treatment, or work: as our report notes, this can be damaging to normal youth development and reduce chances for successful rehabilitation.
