LD 696 would ban the use of solitary confinement and strictly regulate the use of isolation in Maine jails and prisons.  

No human being should experience inhumane and degrading treatment, but this is exactly what solitary confinement is. It causes serious psychological and physical harm to people who survive it. Maine has already taken significant steps to reduce the use of solitary. LD 696 is the last step to finally ban solitary confinement.  

Most people in prison are released into the community. If we want healthier individuals and healthier communities, we must ban the use of solitary confinement, and treat all Maine residents with dignity.
