This bill would end the use of suspension or expulsion as punishment for students in 5th grade or lower. It also guarantees kids from low-income families have legal representation during expulsion hearings.
Suspensions and expulsions lead to lost learning time and deprive children of support and opportunities that can help them overcome early challenges. Further, they disproportionately punish students with disabilities and students of color, who often face harsher punishment than their white, non-disabled peers for engaging in the same behaviors.
