We need a public health response to drug use. But current health rules prevent syringe service providers (SSPs) from following best practices recommended by public health and medical groups. LD 1909 would remove these arbitrary restrictions and allow SSPs to follow the best public health practices, and to help people stay alive and healthy.

On Tuesday, February 1, 2022, the ACLU of Maine offered testimony in support of LD 1909. It read in part:

"The people who work at SSPs are in the best position to
decide in consultation with their clients what their clients’ needs are. Arbitrary caps
on the number of [syringes] that can be distributed or one-for-one exchange
requirements unnecessarily impede the ability to provide people with the health
care they need."
